Opening speech by the Chairman of the General Meeting – José Eduardo Dai

“In recent months, we have had complex situations and contexts in the country’s economy and in general
which have affected the performance of the companies we represent here. I believe that the
Mozambican Chamber of Mines, as an institution in this country, has not escaped the limelight. It was our intention at
to continue our efforts to attract more members and increase the visibility of
. We will only be important if we are what companies expect of us. The existence of
a Chamber of Mines in the first measure serves everyone, in what are common interests,
not only for companies but also in the context of the country where we operate, we are not immune to the
socio-economic conditions that the country faces and the impact is evident, most of our
companies that operate in the country have markets outside the country, but the fact of operating here, makes
us affected by the situation of the country.“
On August 8, 2024, the ordinary session of the General Assembly of the Chamber of Mines of Mozambique (CMM) took place on the 1st floor of the Maputo AFECC Gloria Hotel, located at Avenida Marginal Number 4441 in
city of Maputo.
The session, which was attended by the members and guests listed in the annex, began at 2 p.m. and resumed at 2 p.m.
hours and 30 minutes in accordance with the provisions of Article 13(2) of the statutes of the Mozambican Chamber of Mines (CMM),
in accordance with the following order of business.
- Presentation of the 2023 CMM Activities Report;
- Presentation, appraisal and approval of the accounts report for
2023; - Presentation of the 2024 activity plan;
- Review of criteria for companies that hold mining titles but
non-operational; - Revision of the criteria for classifying members (Small Scale and
Artisanal Mining).
Presentation of the 2023 CMM Activities Report
The Chairman of the Board of Directors, Geert Klok, referred to
the following activities;
a) By August 8, 2024, the CMM will have 60 members. These
60 members account for 88% of the mining sector’s revenues.
b) An effort was made to try to improve the image of
industry by participating in debates.
c) Conclusion of partnerships with the Mining Conference and
Energia de Moçambique (MMEC), Energy Summit and
Mozambique.
d) Participation in Mining Indaba.
e) Participation in Mozambique – EU – Investment Portal
Global.
f) Became a member of MIASA (Mining Industry Association
of Southern Africa)
g) Participation in publications, Mining Weekly, Clube de
Moçambique, Economia e Mercado and Profile.
h) Participation in minimum wage negotiations.
i) Participation in the dialogue on the security situation in the north
of the country.
j) VAT refund
k) DUAT issues
l) Delays in mining registration and licensing fees
m) Sending the proposal to sign the memorandum with the
MIREME
n) Signing of the cooperation project with IHK Chemnitz with
3-year duration
Presentation, appraisal and approval of the 2023 accounts report
The Supervisory Board considers that the unaudited financial statements and the Activity Report, as well as the proposal for
appropriation of net income for the year ended December 31, 2023, are in compliance with International Financial Reporting Standards
and other applicable legal and statutory provisions, with the exception of the matters mentioned above, and therefore recommends their
approval at the General Members’ Meeting.
Presentation of the 2024 business plan
The Chairman of the Board of Directors, Geert Klok, referred to
the following activities;
a) Partnership with Mining Outlook Africa
b) Partnership with Critical Minerals Africa
c) Participation in FACIM 2024 in the MIREME Pavilion
d) Cooperation with IHK Chemnitz for 3 years
e) Workshops in Manica and Zambezia
f) Developing services for members and looking for partners to
deversify CMM’s revenues
g) Obtaining funds to hire an executive director
h) Drawing up a strategic plan
Review of criteria for companies that hold mining titles but not operational
The proposal for a fee of 500 USD for companies with
mining concessions with pending licenses was approved.
Specific amendments to the CMM statutes.
Article 5
Observer members – these are small-scale miners and associations of artisanal miners.
“Small-scale miners” are individuals or groups without an organizational structure, who practice mining with limited equipment
and manual or semi-mechanized methods; and “associations of artisanal miners” are organized groups that practice artisanal mining in a cooperative way, using traditional techniques and simple equipment to improve working conditions and economic benefits.
